Yeah VAC tried prevent this, sometimes it takes long time. Not sure how is in l4d2 but in tf2 can take longer time, like a month or so from vac detection. I use to know the 2nd reason, but its probably to be like to get the hackers to think "Haha I didnt get caught" then they either a get banned for a few days or get banned from all Steampowered servers.
