I thought I was having problems from my end, and i added all the ports into windows fire walls exceptions, EVEN THOUGH IT WAS TURNED OFF. Anyway, i started doing ping polls, and tracerts. Well, i noticed that between 2 level3 servers, there was a * * * every time. I contacted my ISP, and they told me they were having complaints about the level 3 company.
