VMware (vista emulator) is installed on this machine btw. I disabled the local area connection associated to the VMware but the problem persisted. Mcafee firewall was turned on, reset mcafee firewall to default settings, not fixed. Added cmd.exe to windows firewall exceptions, fixed. Hmmmm I wonder if putting cmd.exe under an exception is a bad idea. Maybe if some virus or something (technical knowledge on viruses = nothing) could use cmd all they want.
