Changing other stuff isn't really worth it yet. Fatty - I noticed that when I connect to the server, it's not listed as a Dedicated server? Can you check with XGS about this? In general though, any command you can do at console ( http://server.counter-strike.net/server.php?cmd=commands ) can be executed via rcon.
