The matter was resolved by the US Supreme Court in '31, which told NY to go forth and do. When I was living in NYC, they had a problem with too much bird poop in the upstate reservoirs, and they were trying to sort out what to do. I recall one local politiician saying, "Whatever we decided to do, it'll be the most expensive option, and we'll have to redo it in five years." But he may have been a bit cynical. I suppose it is possible that they only put paper mills in very small cities, like International Falls, but talk about your stench. Rendering plants aren't as bad. I think the worst smell in Chicago (downtown) is the chocolate factory. Ugh, is it strong. As far as paper mills...? I don't know of any. I don't really think Chicago smells bad.
