I know Marvel had a fit when people on City of Heroes made characters that somewhat looked like their characters. I can't imagine them liking some kid changing his name to their characters names I would think that a review will probably deny the name change officially. I don't really see any problem with someone using "copywritten" material as their name (ie. Superman) but for a government agency to accept it is a different story.
