There was maybe a way to prevent that, but I was really young when I played it. I played a lot of other Sim games when I was young, SimPark, SimTown, SimIsle, Streets of SimCity, SimCopter, SimTower, then the other SimCity games, and some of the original "The Sims". Your road funding budget was too low, the roads would just slowly disintergrate when it was. SimCity 4 still rules, can't wait for the new one.
