Besides, camping in CS is perfectly fine if you're doing it to promote the game goals, i.e., you're a CT and you killed the T with the bomb, then you camp the bomb waiting for the other Ts to come and pick it up. If s/he's getting blamed for camping - I guess I dont really see the problem? Did s/he get kicked? I used to get blamed for hacking in UT (so did unclean, bush, wentz, flitter, and others when noobs play) and I just laugh. I dont see a problem...
