You're talking about potentially downloading a campaign that could be up to or over 1 gig in size (some of the really top quality ones are that big). What I think how it's going to be handled is if you try to connect to a server that is playing a custom campaign you don't have and it's in the Steam Workshop, you'll be directed to it's Steam Workshop page to download it directly through Steam. It'll be slightly more streamlined than going to a third-party website to download custom campaigns and you won't have to worry about out-of-date campaigns being downloaded. I don't where you got that campaign from but it does indeed sound like a disaster. I haven't tried many for L4D2, but there were definitely some really good ones for L4D.
