The permits and licenses to own one take 1 - 2 years. If you buy it you can keep it there until the permits go through. I talked them into letting me hold it. Penetration needs... ... would be met by the ammo selected, same as any carry weapon. Mixes in powder and projectile are the art of ballistics. Shooting a personnel carrier is different than shooting personnel. The .50 bmg is beyond my realm of expertise, but even shooting a standard .45 acp shows the rich variety of ammo available. Cor-bon/Glazer is a good example: one of their self-defense loads comes in two varieties depending on weather/amount of clothing that will affect the ballistics of bullet on impact. Regardless penetrating steel requires special materials, especially at distance. Hogdons or Cabelas are good places for basic ballistic info on the action express or browning machine gun rounds. That is called hydrostatic shock and happens with very high velocity/high force projectiles. Cor-Bon, mentioned above, makes .40 and .45 rounds that do the same thing on impact, and their high velocity (> 1350fps for pistol ammo) combined with jacketed HP produces significant stopping power.
